Comfrey council approves bills, funds equipment, hires first responders and schedules long-range planning

The City Council of Comfrey on July 8, 2025 approved $126,976.56 in bills, reviewed routine reports and moved forward on several personnel and infrastructure items.
Council members voted unanimously to approve the total bills of $126,976.56 (motion by Arnsdorf, second by Evers). The July financial report was also reviewed and approved (motion by Kastner, second by Arnsdorf; carried unanimously).
City staff reported that the shop addition work is complete except for electrical work. The council authorized purchase of a new lift-station float system from Automatic Systems at an estimated cost of $6,851 to be paid from the Capital Equipment fund (motion by Kastner, second by Arnsdorf; carried unanimously). The Minnesota Pollution Control Agency provided a preliminary approval letter for the County Road 17 facility plan, which includes replacing sanitary sewer mains, manholes and installing a sewage grinder at the lift station; council members reviewed that letter but took no separate action beyond review.
On public safety staffing, the council approved increasing the fire department roster to 28 members and authorized hiring Justin Rosenstengel (motion by Arnsdorf, second by Evers; carried unanimously). The council also approved hiring Grace Winterfeldt and Lacey Simon as new first responder members (motion by Arnsdorf, second by Kastner; carried unanimously). Fire Chief Berberich noted several retirements are expected in coming years and the hires are intended to maintain staffing levels.
Other business: council approved donating $100 to the Southern Minnesota Initiative Foundation for 2026, reviewed an estimate from Brown County REA to convert an overhead power line at South Park to underground cable (estimated $1,550) while awaiting a separate ARC Electric estimate, and approved sharing 40% ($638.24) of the annual library internet connection fees with the school under the library joint powers agreement. The council set a long-range planning meeting for Aug. 18, 2025, at 6:30 p.m. and adjourned at 7:08 p.m.
No votes were recorded as opposed or abstaining; motions reported in the minutes carried unanimously among the members present.
