Clarkfield council approves engineering task order, concrete work, resolutions and EDA appointment

The Clarkfield City Council approved multiple administrative and public-works items at its March 2 meeting, including engineering task orders, City Hall concrete repairs, resolutions to join an economic-development group, and an appointment to the Economic Development Authority.
Council approved Bollig Engineering task order #4 after Jonathan Pierce read Bollig’s agenda items; Lisa Tilney moved and Josh Hanson seconded the motion, which the minutes record as carried. The council also approved Resolution 2026-5 (motion by Craig Giles, seconded by Lisa Tilney), and Jonathan told the council the city attorney advised that a separate resolution calling a public hearing for the ordinance to be passed next week was not required.
Acting Mayor Kevin Kaatz read Resolution 2025-4 to join the Savvick Group; Lisa Tilney moved and Craig Giles seconded approval. The council also accepted Larson’s concrete bid for City Hall/community center work (Lisa Tilney moved, Josh Hanson seconded) and noted a new payloader is expected to be delivered this month.
On streets, Public Works Director Troy Bruflat described a 2026 road plan developed with the county that would chip-seal 9th, 8th and 7th streets north of Highway 67 and a connector on 13th Avenue for about $20,000, leaving roughly $10,000 for other repairs or emergency needs. Troy also reported that supplier Troy’s Electric has stopped making a particular street-light bulb and recommended budgeting $3,500–$4,000 to convert existing fixtures to LED in a future budget.
The council discussed the possibility of acquiring a building from Jeff Bailey; Jonathan Pierce reported Bailey is willing to transfer the building but cannot pay the outstanding taxes. Councilmembers asked staff to obtain an inspection to establish repair costs before deciding whether the city should assume tax liability or pursue other options. During public comment, Dale Stringer raised a concern about asbestos in the old hospital building; the minutes do not record a council decision on that specific claim.
Acting Mayor Kaatz read a letter from the EDA president recommending Jeremy Grinager for appointment to the Clarkfield EDA; Lisa Tilney moved to approve the applicant and Craig Giles seconded the motion, which the minutes record as carried. Routine agenda items, including approval of invoices and minutes, were also approved earlier in the meeting.
