Council debates using ARPA funds for community center repairs while approving smaller maintenance contracts

Council members on Monday discussed whether to commit American Rescue Plan Act (ARPA) funds to repairs at the community center and approved several smaller maintenance contracts.
Public Works staff presented a siding-and-window estimate for the community center that totaled roughly $25,450 and said the city has just under $60,000 remaining in ARPA funds. Staff recommended collecting additional quotes before spending those dollars. ‘‘The gutters are a need,’’ a Public Works representative said, but added that larger priorities — including a generator and substantial door/security upgrades at wellhouses — may compete for the same funding.
The exchange focused on need versus want. Several council members said they wanted a more complete list of ARPA candidates and additional contractor bids before approving a sizable expenditure. Staff agreed to compile quotes and present an ARPA expenditure update at a future meeting, with council discussion to continue in the workshop cycle.
While council paused action on the large community-center repair, it approved two smaller maintenance contracts recommended by staff. The council awarded H&S Seal Coating Inc. a bid to sealcoat and restripe the City Hall and Community Center parking lots for $1,580 (motion passed, vote recorded by the chair). The council also approved M&P Asphalt’s crack-filling and grinding work on a set of streets and the County Road 12 walking trail for $10,800 (motion passed 5-0).
The city engineer also reported a final pay estimate for the Crystal Lane drainage project and recommended payment of $1,997.50 to Stone’s Edge; council approved that payment.
Next steps: staff will collect additional bids and prepare an ARPA-expenditure update for council review, and the approved maintenance work is expected to proceed under the contracts authorized at the meeting.
