Commission ratifies enforcement directions after unpermitted work at multiple sites, calls for NOI for dune sand management

13 Dunes Road: Chase DeLogo, representing Jack DeRico, said the deck decking had been replaced "like for like" but that an 18-inch extension was added and then removed after the Commission issued a notice. He said the citation was paid and the extension was fully removed; the contractor apologized and described prompt corrective action. Commissioners signaled the situation could be handled with an after-the-fact Request for Determination (RDA) rather than an administrative approval.
78 Bleas / Blakehouse Circle: Staff reported a large stone patio (about 1,700 square feet) within the 50-foot buffer and multiple special-condition violations. Staff recommended issuing an enforcement order that would require either removal of the patio or filing an after-the-fact Notice of Intent; the board agreed with issuing an enforcement order and giving the property owner the opportunity to file a retroactive permit or remove the patio.
Lighthouse Inn cleanup: New owners seeking to remove long-stored brush, construction debris and seaweed were told they may proceed under administrative review provided they restore naturalization in the 50-foot buffer and demarcate the area; staff will monitor the work.
Sand management and dune access: Staff described longstanding sand-management practices on private roads that have widened paths to the beach (from about 8 feet historically to as much as 30 feet) and reduced dune area. The Commission agreed to require a Notice of Intent for continued sand-management and to issue a warning letter setting parameters while the Commission reviews the situation.
Action and next steps: The Commission ratified the enforcement direction at 13 Dunes, authorized staff to pursue an enforcement order and after-the-fact procedures at 78 Bleas, approved administrative review conditions for cleanup at Lighthouse Inn, and required that any future sand-management in the named access ways be accompanied by a Notice of Intent for Commission review.
