Charlestown OKs mural, parks performers and a volunteer community garden

The Board of Public Works on May 7 approved several items aimed at parks, arts and community programming, including a public mural, event performer contracts and a volunteer community garden.
Staff described a mural proposal from Olivia "Lily" Mosley (Fine Line Artistry) to paint the Main Street side of City Hall with floral elements and interactive "wing" images; the contract was presented as a not-to-exceed $7,980 service agreement. "She thinks that she can get this done before Founders Day," a presenter said, and the board authorized staff to proceed and obtain the required W-9 and contract documents.
Parks staff also presented performer contracts: the Paul Bogs Band for June 18 (family fun night) and Nov. 5 (senior dinner) at $600 each, and Maurice Ball for June 20 at $650; staff said the June events will be covered by Founders Day sponsorships or event revenue. The board approved the contracts by unanimous voice vote.
Resident Crystal Flynn asked to lead a volunteer effort to build and maintain a community garden on the Shadow Lake parcel. Staff and the city attorney said volunteers will complete waivers and the city will retain them on file; city maintenance staff indicated they will provide tasks such as tilling. The board approved the volunteer garden plan and required signed waivers for participants.
The board also approved two existing cleaning-contract claims (Breathe Easy Cleaning) elsewhere on the agenda and took routine administrative actions. All actions were approved by unanimous vote.
