Charlestown board approves sidewalks, mural, stormwater repairs and event contracts

The Charlestown Board of Public Works and Safety approved a series of routine contracts, change orders and vendor engagements at its May 7, 2026 meeting.
Change Orders and public works: The board approved two CCMG change orders: Change Order #1 for $39,961 to Libs Paving Company, Inc. to install sidewalks on Harrison Street and Change Order #2 for $17,857 for paving a section of High Street. The board’s approval was conditioned on payment approval by the Redevelopment Commission; Mr. Thompson moved to approve both change orders and Mayor Treva Hodges seconded. The motion carried, 2-0.
Mural and consulting: Olivia Mosley of Fine Line Artistry proposed a City Hall mural featuring floral elements, lettering and interactive butterfly wings at an amount not to exceed $7,980; the board approved the proposal, 2-0. The board also approved an engagement letter with Baker Tilly to update local financial projections tied to legislative changes from the Indiana General Assembly (2025–2026 sessions) for a cost not to exceed $4,500.
Stormwater repairs and vendor selection: Staff presented three quotes for stormwater drainage repair in Ashley Springs: G1 Dirtwork ($6,800), Bill Broughton ($12,506.04) and Hoosier Dirtworks ($6,200). Staff recommended Hoosier Dirtworks; the board approved the $6,200 quote, 2-0.
Events and community programs: The board approved two contracts for the Paul Boggs Band — June 18 Family Fun Night and Nov. 5 Senior Dinner — at $600 each, and a DJ contract for Maurice Ball on June 20 (12:00 p.m.–4:00 p.m.) at $650. The board also approved a community garden proposal for Shadow Lake led by Charlestown resident Crystal Flynn; waivers for volunteers will be kept on file.
Benefits renewals and adjournment: The board approved annual renewals for the BMS Premium Only Plan (POP) and Cobra Administration, each with a $150 renewal fee. The meeting adjourned after the approvals.
Several agenda approvals and claims were also handled as consent items (minutes from April 16, 2026; claims and payroll voucher for 4/13/2026–4/26/2026; and two additional claims from Breathe Easy Cleaning for $625 and $1,200). All recorded roll-call votes in the minutes show 2-0 approvals.
