Councilors and staff said the plant requires significant work to meet state regulations and to support new housing and an apartment complex planned by the city. Council discussion referenced engineering costs in the range of $600,000–$800,000 for the initial engineering phases.
Pat and Mark (public-works staff) described the grant as a key funding source to reduce the local share of costly upgrades. Council members asked staff to coordinate with Jerry and with any outside grant partners to ensure engineering scopes and timelines align with redevelopment and housing plans.
The council voted to authorize the application and receipt of funds; staff will return with further details as grant applications and engineering scopes are finalized.
