Pitt County commissioners approve audit, contracts, budget adjustments and appoint Melissa Ward to JCPC

Chief Financial Officer Michael Hardy reported General Fund revenues at 73.4% of anticipated, General Fund expenditures at 59.4% of budget, Solid Waste revenues collected at 87.5% and expenditures at 61.2%, and EMS revenues at 73.4% and expenditures at 68.9%. The board approved both the February 2026 Tax Collection Report and the monthly financial report as presented.
Contracts and budget items: Among consent items approved unanimously were: • Grant acceptance and budget amendments: a Casey Family Programs Parent Partner grant (no county match), a Women for Women Nurse‑Family Partnership grant application approval, recognition of $32,941 interest in the Opioid Fund for Dec. 2025–Feb. 2026, and other small grant items; these were approved as part of consent. • Pitt Area Transit (PATS) renovations contract amendment with JKF Architecture (Phase III services not to exceed $85,691), with engineering staff leading the project and use of the architecture firm for bidding and construction administration as needed. • A contract with Groundwater Management Associates for groundwater monitoring, PFAS work planning and greenhouse gas reporting for closed landfill units, at a total contract cost of $121,330 (with the FY share of $101,300 budgeted and the remainder requested in next year’s budget). • Annual independent CPA audit contract with Martin Starnes and Associates for FY 2025‑26 accounting records at a not‑to‑exceed amount of $174,000, as required by state law.
Appointments: The board nominated and approved Melissa Ward to fill the Juvenile Crime Prevention Council seat as the Mental Health Designee for the partial term expiring Dec. 31, 2026, following a JCPC recommendation.
Other items: The board accepted a Fire Feasibility Survey presentation and received the Trillium Health Resources annual report as informational items; no formal actions were taken on those reports at this meeting.
