Pleasantville council adopts technology, security and bonding measures and approves supplemental appropriation

At the May 14 meeting, the Pleasantville Village Council adopted several ordinances and resolutions addressing technology, cybersecurity, bonding requirements and a small budget supplement.
Council read Ordinance 05-14-26-03, which authorizes the mayor and fiscal officer to contract with Advanced Business Communications, Inc. (ABC, Inc.) to provide email addresses for council members and the village solicitor. Council suspended the rules, declared the ordinance an emergency and approved it by voice vote.
Council also read Resolution 05-14-26-02, authorizing the mayor and fiscal officer to contract with ABC, Inc. for SonicWall security services. That resolution was suspended for emergency consideration and approved by the council.
Later, the council adopted Ordinance 05-14-26-06, permitting replacement of required surety bonds for elected officials, officers, employees or appointees with a faithful performance policy. The council suspended rules and approved the ordinance as an emergency. Council also moved to adopt Resolution 05-14-26-03 renewing the village's membership with the Lancaster Fairfield County Chamber of Commerce; because the emergency rationale was not included in the record, the resolution will take effect in 30 days. Finally, the council adopted Resolution 05-14-26-04, a $1,000 supplemental appropriation to the Street Fund to cover natural gas expenses.
Most of these items were approved by motions to suspend rules and recorded voice votes with all present members voting yes. Administrative Assistant Samantha McCreery was directed to draft an ordinance extending the village's existing refuse collection contract under the current terms and rates after discussion with Local Waste Services.
