Maple Grove Lake Quality Commission approves 2026 Lake Improvement Program after budget reductions

The Maple Grove Lake Quality Commission on March 18 approved its revised 2026 Lake Improvement Program (LIP) after staff and commissioners reduced several line items and reallocated funding so the city's contribution stayed within the $75,000 limit.
City staff member Derek Asche presented the draft program and said the commission received 27 LIP applications for 2026, up from 22 in 2025, with total project costs of $129,690.19 and a maximum city contribution set at $75,000. Asche told commissioners the draft LIP was $15,688 over the allowable city contribution and described staff recommendations to bring the program into budget, including redirecting $10,000 for street sweeping to the city street sweeping budget rather than the LIP and applying watershed funds to carp netting projects.
Asche noted the Shingle Creek Watershed will complete surveys on Eagle Lake that reduced the number of applications for that lake and that the Elm Creek Watershed is contributing $5,000 each for carp removal work on Fish and Rice lakes. The draft program initially showed a $90,688.75 city contribution; after a set of adjustments—reducing enhanced sweeping requests, removing some aeration and goose-control requests, shifting box netting to watershed funds, adding selected Edward Lake pump and pondweed treatments, and reducing shoreline buffer grant funding—Asche said the city contribution fell to $74,833.65 and was within the city budget.
Commissioner Joe Ruegsegger moved to approve the revised Lake Improvement Program; Commissioner Nancy Bergstrand seconded. With all commissioners present voting in favor, the motion carried.
The LIP approval directs staff to implement the program as adjusted for 2026. The commission also recorded that the Elm Creek and Shingle Creek watershed contributions would reduce the local cost for carp control and that some street-sweeping funding would be handled through the city street-sweeping budget rather than LIP allocations. No separate amendments were recorded in the minutes.
The commission's next scheduled meeting is April 15, 2026, at the Maple Grove Government Center. The meeting adjourned at 8:32 p.m.
