Representative Blish, speaking on House Bill 406, said the measure “updates auto insurance protections by prohibiting carriers from limiting repair, replacement work to a particular facility” and described it as consumer protection following task-force work. Representative Johnson explained that House Amendment 1 to Senate Bill 22 was “a result of conversations held with Highmark” and narrowed a prior-authorization provision to a defined list of serious mental illnesses.
