Board grants road-setback variance for Prisbella property; applicant to file permits

The Morrison County Board of Adjustment unanimously approved a variance June 23 allowing Darren and Kendra Prisbella to replace a manufactured home and build a new slab-on-grade dwelling in the same general location despite a 40-foot road-right-of-way setback requirement.
Amy, county staff, said the existing manufactured home (placed in 1995) encroached by 12 feet; the proposed replacement would be located 28 feet from the road right-of-way. The parcel is roughly five acres with about half classified as wetland, and the applicant said they would remove the existing front deck — which previously extended into the right-of-way — and build on slab to reduce site disturbance.
Board members noted site constraints that limit buildable locations (wetlands, well and septic placement, and existing outbuildings). The county engineer had visited and marked the right-of-way and raised no objection to the proposed replacement in the same area. The board found the parcel’s configuration and environmental constraints created a practical difficulty and answered the six findings in the affirmative.
On a roll-call vote, Greg, Clint, George and the chair voted to grant the variance. Staff instructed the applicants to submit their permit applications and supporting septic/well information to Land Services before construction proceeds.
