The Burlington City Council voted Feb. 17 to approve a short‑term lease and site‑control agreement with Great River Fuels, Inc. for a city‑owned parcel locally known as the Dresserand site. The initial term is six months with an optional six‑month renewal; the agreement sets rent, maintenance, insurance and conditions governing any improvements or removals.
Council discussion emphasized that the short‑term lease is intended to provide the proposer temporary site control while he seeks grant funding and private investment. Staff clarified the council’s understanding that the parcel would be used for limited operations such as storage and warehousing, not production, and that any production activity would require separate approvals and locations. Councilors and neighborhood representatives expressed enthusiasm about the proposal’s potential to support plastics recycling and reuse, but several members and staff stressed there are many moving parts including funding, investor interest and regulatory review.
The council approved the resolution with a unanimous voice vote (Kryer, Scott, Weiss, Phillips) and the motion was recorded as contingent on final review by the city attorney. Staff said the city attorney’s review is the remaining administrative step before the lease is executed and any site control is implemented.
