Mako and JPT staff also addressed trustees' past practice of using reserves to buy down rate increases in some years and cautioned that repeated use of reserves can shift future baselines. "We've learned our lesson from buying down those rates," said a Mako presenter, describing how a series of zero-rate years earlier contributed to larger increases later when utilization rebounded.
Commissioners discussed prescription costs and asked about plan design options (co-insurance, deductibles, 90-day fills for maintenance drugs). Presenters recommended supply management and 90-day fills to reduce dispensing fees and out-of-pocket costs for frequent medications.
