Bernalillo public-works updates: crossing repair, drainage projects and streetlight dispute

Public Works Director Troy Martinez updated the council on ongoing infrastructure projects during the Sept. 26 meeting.
Martinez said the new pedestrian walkway pavement on the Lucero rail crossing failed inspection and the contractor will remove and replace the noncompliant asphalt at its own cost; NMDOT inspectors agreed with the town that the segment did not meet specifications. Martinez said the replacement work is not expected to cause a substantial delay and is scheduled to begin the week of the meeting.
On drainage, Martinez said crews cleaned French drains on Calle Del Norte/Don Tomas and that flooding there has decreased. Coronado Drive remains a problem; the town has completed design work, put the project out to bid and plans to install a drop inlet and pipe through an easement connecting to the French drains, with an expected completion by the end of December.
Martinez also reported a sidewalk lighting installation completed under the Main Street project (between Allsup’s and Mr. Perez’s office) experienced widespread early failures. He described the pattern as consistent with a manufacturing defect and said the manufacturer is contesting responsibility; town staff plan to send a legal letter requesting replacement at the supplier’s expense if the dispute is not resolved.
Work on the 313/Calle Montoya project (near the Women’s Club) is expected in early 2023, with project funding expiring in June 2023.
