The proposed change would adjust signage and school‑zone timing (staff recommended changing referenced signage to 7:30 to 4:30) and would create a continuous 30‑mph corridor from Roosevelt to the approach to the S‑curves, with the S‑curves themselves remaining at 25 mph. Staff noted a speed study that used the 85th‑percentile methodology and explained that many motorists are currently driving above posted speeds in parts of the corridor.
Police Chief Schaefer supported the 35→30 reduction in parts of the corridor to improve consistency and reduce accidents related to speed differentials; several council members said they favored consistent signage and requested the normal second and third readings to give the public a chance to weigh in. Council agreed not to waive readings and to continue the ordinance process so residents may comment during the formal hearing period before adoption.
