West Branch hires Ryan Dorsey as full-time police officer; training agreement approved

The West Branch City Council voted March 18 to hire Ryan Dorsey as a full-time police officer and to enter a training reimbursement agreement that requires him to attend the Iowa Law Enforcement Academy. The council approved Resolution 2024-21 and Resolution 2024-22 in separate motions; the votes were unanimous among members present (Mike Horihan, Jerry Sexton and Nick Goodweiler).
City Administrator Adam Kofoed presented the items for action. Police Chief Greg Hall introduced Dorsey and told the council the city is “very fortunate to have Dorsey,” noting that Dorsey has several years of prior police experience from another state and served six years in the U.S. Army. Because Iowa does not recognize Dorsey’s out-of-state certification, the reimbursement agreement requires him to complete the state academy; Hall said Dorsey’s start date with the department is March 25 and that he will shadow current officers until the academy begins in late April.
Mayor Roger Laughlin administered the oath of office to Officer Dorsey at the meeting. The resolutions set the hourly wage for the position until Dorsey completes the Iowa Law Enforcement Academy; the wage amount was not specified in the minutes.
The council approved hiring and the training agreement on motions recorded in the minutes: Resolution 2024-21 (motion by Horihan, second by Goodweiler; AYES: Horihan, Goodweiler, Sexton) and Resolution 2024-22 (motion by Sexton, second by Horihan; AYES: Sexton, Horihan, Goodweiler). No council member voted against either measure and two members (Tom Dean and Jodee Stoolman) were absent.
Dorsey’s onboarding and required academy attendance are the next procedural steps; the department will follow academy scheduling and any department shadowing plan until his certification is complete.
