West Branch accepts Eastside Water Main Phase 1, approves pay estimate and $1.116 million water revenue bonds

The West Branch City Council on May 6 accepted public improvements constructed under the Eastside Water Main Replacement Project — Phase 1 and approved several related financing and pay actions to advance Phase 2.
Engineer Dave Schechinger told the council the Phase 1 project is complete and carries a five-year maintenance bond to allow the city to require contractor corrections if issues arise. The council approved Resolution 2024-47 accepting the improvements. The council also approved Pay Estimate No. 1 for Phase 2 in the amount of $151,804.97 to Midwest Underground Contractors Inc. to cover stored materials and vibration monitoring necessary to begin work (Resolution 2024-48).
To finance water projects, the council authorized a loan and disbursement agreement and provided for issuance and securing payment of $1,116,000 in Water Revenue Bonds, Series 2024 (Resolution 2024-49). The council separately approved Reimbursement Request No. 4 for $272,582.12 to the Johnson County Treasurer for the Herbert Hoover Highway Roundabout; Schechinger reported the final project cost was $1,117,806.20, about $185,000 over the original estimate due to extending reconstruction work and unsuitable soils encountered.
Schechinger also reported the Wastewater Treatment Facility is "expecting to go 'on-line' this week," with final grading and seeding underway. The financing and pay approvals move Phase 2 construction forward and secure bond proceeds to support upcoming work.
