Administration reminded commissioners that sexual-harassment and ethics training is annual and that most members had completed the training while one commissioner had not completed the requirement since 2022. Commissioners expressed concern about potential challenges to votes if a member had not completed required training and recommended options: offer training more frequently or virtually, establish a clear bylaw on how many sessions can be missed, or set a deadline for completion early in the year.
"If you can't spare two hours in two months, shame on you," one commissioner said, urging timely compliance. Other commissioners suggested assigning the subdivision-review committee to draft bylaw language and to place the item on a future agenda for specific bylaw proposals. No formal motion to change bylaws or to penalize noncompliance was adopted during the meeting; commissioners agreed to discuss proposed bylaw language at a subsequent meeting.
Next steps: staff will place a bylaw discussion on a future agenda and the subdivision-review committee may prepare recommended language for the full commission to consider.
