Planning staff asked the commission to call a public hearing on a zoning-text amendment that would permit small-pet retail and grooming uses in the downtown C1 zoning district.
Under the proposed definition, "animal sales and services C1" would allow retail sales and grooming of household pets (dogs, cats, birds, fish and similar small animals) in C1, but would exclude livestock and large animals. Staff said the current C1 list of permitted uses is narrow and does not reflect downtown revitalization trends; allowing a narrowly defined pet-shop use would make it easier for small groomers or pet retailers to locate on Main Street.
Staff noted an operator had expressed interest in a space in the rear of the former Guju's boutique; the commission voted to call for a public hearing on July 16 to consider the text amendment (motion by Mr. Jane Rogers; second by Mr. Michael Bill). Staff said, if approved at later steps, the C1 change would also be available in C2 by hierarchy of uses but would be framed specifically for downtown contexts.
Next steps: the public hearing on July 16 will gather public input; the commission will consider testimony before forwarding a recommendation to the parish council.
