Gunstock Acres water board agrees to refund overbilled resident, withholds contractor payment pending probe

The Gunstock Acres Village Water District commissioners agreed on June 16, 2026 to refund $2,000 to the Fink Family Trust and to abate future water-billing charges for the property at 24 Overlook Ridge after Pam and Roger Fink said they had been billed despite having a private well.
Pam and Roger Fink, residents of 24 Overlook Ridge, told the board they were assessed both a precinct tax and an annual fee totaling about $220 and asked for the charges to be removed and prior overpayments refunded. Commissioner Richard Haidul said the issue had first been raised in 2023 and should have been corrected at that time. The board instructed staff to abate the property from billing records and to issue the refund.
The Finks also raised concerns about recent road patching over a leak on the upper road, saying the repair was inadequate and that previous patches had led to winter icing. Moderator Bob Binder acknowledged similar observations about patch quality. In response, Commissioner Lou Combe moved, and Commissioner Howard Epstein seconded, a motion to withhold payment to the paving contractor Good NU Dirtworks until Commissioner Brian McCall completes an investigation and reports back to Treasurer Todd Maddock. The motion passed unanimously.
The board recorded the Fink Family Trust abatement and the other parcel abatements later in the meeting as formal motions. The session closed without further public comment on the matter.
