Pike County Fiscal Court approves grants, routine bids and personnel actions

Staff recommended awarding Bid 26-2026 for hardware and small tools to four vendors (Justice Supply, Tri-County Auto and Truck Parts, Thompson Hardware and MGC Supply). Two vendors (Hinkle Environmental and King Creek) were both approved for drilled steel re-tainer work (Bid 29-2026). Jones Oil of Pikeville was awarded both off-road and on-road diesel contracts at six cents above rack price (Bids 30-2026 and 31-2026). Mountain Enterprises (Lexington) was awarded hot mix (Bid 32-2026) with staff noting a floating price tied to oil ($103.75 last year, $108.75 current example). Keel Will Food Management was awarded inmate food services (Bid 33-2026) with per-meal costs ranging from $1.42 to $1.50 depending on inmate counts; Keel Well Commissary LLC was awarded inmate commissary services (Bid 34-2026) offering a 35% commission on food items and 12.5% on non-food items.
Personnel matters acknowledged and approved included hiring Nathaniel Atkins and Andrew Lockard as solid waste loaders, moving Jeff Coleman (tax administrator) to a new pay rate, granting William E. Smith three months unpaid leave starting June 11, 2026, and accepting resignations from Tanner Klein and Erica Con.
Most motions were made by Commissioners Scott or Atkins, were seconded, and passed by roll call. One abstention was recorded on the hardware vendors award. No ordinance adoptions or controversial policy changes were introduced; staff noted some items were bid after auditor recommendation.
