Council approves engineering contract and fund transfers for sewer maintenance project

The Swisher City Council approved a contract with engineering firm HR Green to design and support a sanitary sewer maintenance and lining project and approved related financial steps to cover debt-service obligations and prior construction costs.
City engineering staff told council that much of the town’s sewer system shows root intrusion and joint gaps; they estimated the lining work could cover roughly 8,000 feet of pipe or potentially more, with some spot repairs (including a broken drop structure in an alley) requiring excavation before lining. Staff said they intend to rush plan preparation, advertise the lining contract in early January, take bids mid-January and aim for a construction window of roughly three months, with completion and final payment scheduled so the project could be wrapped up by May.
Council approved resolution 78-2024, authorizing an engineering services agreement with HR Green (contract described as a "not to exceed" amount in the agenda materials). Councilors discussed available balances in the related fund and noted a prior decision to submit an invoice to Johnson County for engineering fees that, if reimbursed, would affect the fund balance. Staff said some lining sections may be reduced or postponed (lower-priority “three” sections) if reimbursements or additional funding are delayed.
Separately, council approved resolution 76-2024 for final payment to Johnson County Secondary Roads Department for the city’s Division Street Improvement costs and resolution 80-2024 to transfer money from several funds to the Debt Service fund to cover principal and interest as required by state code. Council discussed that debt-service transfers were budgeted and that the timing of reimbursements from Johnson County remained uncertain.
The council approved the engineering contract and the related resolutions on roll call. Staff will prepare bidding documents and return to council with bids and final contract awards for construction-phase authorization.
