Residents press council on bridge, Zoom access and business support; council posts mayoral vacancy notice

A resident warned the council that a repaired road where a bridge connects to a new surface forms a raised "bow tie" bump that could be difficult to plow and might damage vehicles this winter. "It's probably going to be a nightmare to plow," the resident said, urging the council to develop a plan despite the speaker acknowledging the condition may be temporary until road completion.
The same commenter and other residents also told the council Zoom meeting links are changing after a platform update, causing confusion for members of the public trying to connect; staff explained changes to Zoom and the requirement that minutes be published within 15 days, but emphasized minutes are not final until approved at the next meeting.
A resident relayed that some Swisher business owners questioned the city's practice of funding Reserve police coverage for a local business (an amount the resident said was $15,000–$20,000 per year), framing that payment as support for downtown businesses. Councilors said the payment had been approved by council previously.
Separately, council approved a notice of intent to fill an upcoming mayoral vacancy by appointment at the Dec. 9, 2024 meeting. Staff advised that an appointment must be made within 60 days of the vacancy, and that a petition for a special election would require the city to hold an election. The council approved publication of the notice by motion.
The meeting then adjourned.
