Melbourne council approves budget amendment, $4,400 insurance stipend and routine permits

The Melbourne City Council approved a series of administrative and financial items at its May 11, 2026 meeting, including Budget Amendment #3, a change to employee insurance stipends, and routine contracts and permits.
City Clerk Mary Pothast explained Budget Amendment #3, saying the amendment identified where additional funds would be expended and the revenues that had come into the budget; she noted the amendment had been published as required by law. Council member Beth Opperman moved to approve the amendment and Council member Josh Fuller seconded; the council approved the amendment by roll-call vote (all ayes).
The council revisited an April discussion about insurance stipends and, after additional explanation from Ms. Pothast that the stipend is taxed because the city lacks authority to pay insurers directly, voted to set an annual stipend of $4,400. Council member Josh Fuller moved the stipend motion, Council member Beth Smith seconded; the stipend takes effect with the 2026–27 fiscal year beginning July 1, 2026.
Other approvals included a law enforcement contract with the Marshall County Sheriff's Department (fees unchanged), a building permit for a gazebo at 2841 Hart Avenue, and a hauler permit for Jerry’s Sanitation. An alcohol license for Lucky Wife Wine Slushies for Mousehole Days was approved contingent on receipt of dram insurance; Clerk Mary Pothast will track the insurance requirement.
Council also heard non-decision items and set follow-ups: city cleanup is scheduled for July 18 from 8 a.m. to 11:30 a.m. at the Co‑Op lot with a $20 per truckload fee, the small playground project is nearly fully funded and the equipment has been ordered with installation expected in roughly six weeks, and a facility walk‑through was scheduled for July 13 at 5:30 p.m. Council member Lucas Hauser excused himself at 7:30 p.m. The meeting adjourned at 8:10 p.m.
The meeting record lists expenses of $62,828.10 and revenues of $213,222.35; those figures were published prior to approval.
