The county clerk presented budget requests tied to election administration and front-office needs, asking the court to keep a cell-phone allowance for the clerk’s office while elections remain active, to raise office-supplies and conference lines for training, and to retain funds for record books and deputy deputation. The clerk explained some election expenses dip in off-years but emphasized the costs of backup batteries for voting equipment and templates for birth/death record formats.
On staffing, the clerk asked commissioners to consider creating an Election Administrator (EA) position. She said an EA would centralize voter-registration maintenance, training, and countywide coordination, and help the clerk meet new statutory requirements. "Having an EA would definitely ensure consistency in procedures, improve training for election workers, strengthen public confidence ... and allow for more effective long-term planning," she said.
Commissioners and staff discussed whether conferences and training budgets might be reduced if an EA were in place; they also asked staff to confirm bond and record-book line items. The clerk and staff noted a new state statute (reported number 2753 in packet discussion) will bring changes that an EA would help implement. No formal budget vote occurred during the hearing; staff will reflect clerk requests in subsequent budget revisions.
