Red Oak City Council approves $306,232.94 in claims and adopts multiple resolutions

Mayor Shawnna L. Silvius called the meeting to order at 5:30 p.m. and the council, which recorded Councilpersons Sharon Bradley, Brian Bills (attending virtually), Tim Fridolph, John Haidsiak and Adam Hietbrink as present, moved quickly through consent items and motions. Council approved the consent agenda (minutes from Nov. 18 and Library Board minutes) and then approved city claims for $306,232.94 on a roll-call vote that passed unanimously.
The council adopted Resolution 2024-75, updating the city’s public comment policy and removing language that had referred to a second public comment period. The motion to adopt the resolution was made by Councilmember Tim Fridolph and seconded by Councilperson Sharon Bradley; the motion carried on a unanimous roll-call vote.
Council also authorized an RFP process to hire an independent annual auditor under Resolution 2024-77, directing City Administrator Lisa Kotter to pursue bids. That motion was moved by Sharon Bradley and seconded by Adam Hietbrink and passed unanimously. The council approved Resolution 2024-76 concerning wages for Todd Silk during a six-month probationary period; Resolution 2024-78, the 2024 Fiscal Year Urban Renewal Annual Report; and Resolution 2024-79, which sets billable rates for city employees. All motions passed on roll-call votes with all members recorded as voting in favor.
The council appointed City Administrator Lisa Kotter to serve as the city’s liaison to the Red Oak Chamber and Industry Board; that appointment passed unanimously.
The meeting record shows all listed motions passed by roll call with “all ayes.” The council’s presence roster in the minutes lists five members present, and the motions were recorded as carried without recorded dissent.
The council proceeded to review the Annual Financial Report and Street Report later in the agenda; substantive discussion of those reports and a separate recodification conversation were listed for future agenda follow-up.
