Commissioners approve point-to-point link for precinct sites after debate over camera funding source

Dimmit County commissioners approved a proposal to install a point-to-point internet link to connect precinct yards and remote office spaces so previously approved camera systems can operate reliably. The discussion focused on one-time hardware costs and which departmental budget would cover installation and camera purchases.

Commissioner Valderrama moved to approve the point-to-point connection; Commissioner Urena seconded the motion and the court carried it with one abstention recorded. During the discussion commissioners and staff cited a one-time hardware cost in the $3,000–$3,500 range for radios and installation and said there would be no recurring monthly fee for the link itself.

The commissioner overseeing the project said the cameras and connection would be paid from one of their departmental budgets but had not yet determined the specific line item, and asked for flexibility to reconfigure budget lines as needed. Other commissioners pressed for clarity on whether funds would come from the IT budget, the commissioner’s capital outlay (CO) allocation, or operating supplies. County staff suggested tabling the procurement if the required vendor quotes could not be obtained to meet the county’s three-quote procurement rule; the court proceeded after staff confirmed they would compile necessary written quotes.

Court members did not tie the approval to a specific contract number in the public record at the meeting; the commissioner who proposed the work said they would later inform the court which budget line was used to cover the expense. The court also discussed related prior approvals for cameras at the rec center and JP offices and noted some items had been covered from a mix of CO, IT, and department budgets in earlier actions.
