Brockton council confirms appointments, approves transfers and ordains youth council

The Brockton City Council handled a broad package of routine municipal business at its June 22 meeting, confirming appointments, accepting committee reports and approving transfers and grant-related orders.
Appointments: The council read and referred to finance a slate of mayoral appointments to the Advisory Council on Health (including Denine Samson, Dora Green, Dr. Sasha Gittens, Albert Whitaker, Dr. Hungo, Charita Bing and Karina Herrera). Later in the meeting the council confirmed appointments to the Commission on Human Rights (Shannon Cartel and Jacob Matthews) by roll-call votes.
Transfers and grants: The council accepted multiple Chapter 44 communications recommending transfers to close out FY26 and to fund specific categories: a $5,000 transfer to fully fund the clerk’s overtime category for the remainder of the fiscal year, a $50,000 transfer from the Mass Office of Travel and Tourism to the police department for FIFA watch-party safety costs, and a $250,000 transfer to fund police overtime, among other departmental transfers. A set of grouped financial orders (items 50–56) was taken collectively under suspension of the rules and adopted by roll call (nine affirmative votes).
Ordinances and other business: The council ordained an amendment establishing a youth council and took a third-reading pass on an ordinance related to motor vehicle repair definitions and enforcement. An ordinance on needle exchange programs was postponed at the request of Councilor Thompson.
Why it matters: These routine confirmations and fiscal housekeeping items set staffing for advisory bodies and allocate modest sums needed to close out the fiscal year and support near-term public-safety expenses.
