Caledonia’s Finance Officer, Stephanie Mann, told the City Council on Nov. 24 that the 2026 budget shows minimal changes from the draft and she recommended the council keep the proposed 12% levy increase.
Mann said the Truth in Taxation hearing to finalize levy decisions is scheduled for Monday, Dec. 8 at 6:00 p.m., giving residents a formal opportunity to comment on property-tax impacts before the council adopts a final levy. The council did not take a final vote on the levy at the Nov. 24 meeting.
Council members discussed the budget in the context of upcoming capital projects the city is planning, including the Wastewater Treatment Facility project, a proposed roundabout and Winnebago Street reconstruction. Mann did not provide an alternative levy proposal; she recommended maintaining the 12% figure presented in the draft budget.
The Truth in Taxation hearing will be the city’s next formal opportunity to record public comment and any changes to the levy proposal prior to final adoption.
