Buhl council defers award of $742,000 water-main loop until project funding is confirmed

The Buhl City Council on Aug. 5 reviewed the bid tabulation for the Business Park Development/Water Main Loop (JPJ Engineering Project No. 23-207), identifying Utility Systems of America as the apparent low bidder with a base bid of $742,325.75 and an Add Alternate of $158,289.50. City Engineer John Jamnick said JPJ recommended awarding the base bid and would provide additional information to assist the city in closing out the CIP project.
Council discussion focused on funding: members noted the grant funds supporting the project had been appropriated but not yet released. Jamnick agreed that deferring the award until funding release would be reasonable. Because no council member moved to award the contract at the meeting, the item was tabled with no action taken; bid pricing is being held through Sept. 24, 2025.
The project scope includes expansion of infrastructure in the Buhl Business Block (formerly South Industrial Park) and creation of a south-side water main loop to serve the communitywide distribution system. Administrator Tony Jeffries also requested a special council meeting for Aug. 14 to address related CIP closeout and the Casper Construction contract.
No formal contract was awarded at the Aug. 5 meeting. The engineer will provide additional documentation to the council and the item is expected to return to the council once funding release and any required closeout information are available.
