Council adopts 2026-27 Housing Choice Voucher and Family Self-Sufficiency plans after program update

Prentiss Butler, manager of Tyler's Housing Choice Voucher program, presented the program's 2025 operational and financial summary and asked the council to approve the agency's 2026-2027 annual plans. Butler reported an approximate $200,000 decrease in funding for fiscal year 2026 but said the program has over $400,000 in HUD-held reserves to draw on if needed.
Butler said the agency has 1,022 vouchers available, of which 39 are dedicated to veterans, and averaged about 960 families housed per month in 2025. He said the program paid an average of $932,000 per month to participating property owners (about $11 million for calendar 2025). The agency received more than 6,000 applications when the waiting list opened in June 2025, selected 2,000 households to place on the list and had called 350 families from that list as of April 2026, leaving 1,650 still on the list.
Butler summarized program activity including 1,133 inspections (790 annual/biennial and 343 initial inspections), 167 terminations for assorted reasons and 42 housing-related appeals (17 overturned, 22 upheld, 3 withdrawn or voided). He also described the Family Self-Sufficiency program, which had 25 active participants in 2025 and held $63,000 in escrow funds to be released when participants successfully graduate.
After the presentation and required public-comment and advisory-board steps, the council voted to adopt the ordinance approving the Family Self-Sufficiency and Housing Choice Voucher Programs 2026-2027 annual plans (motion by Councilwoman Marsh; second by Councilman Nichols). The ordinance and plan adoption will guide program administration for the coming year.
