The Richland City Council met June 8 and approved a series of routine and budget-related actions while tabling several neighborhood issues for further review. Mayor John Capps called the meeting to order at 7:00 p.m.; council members Steve Pfeifer, Joe Adrian and Jim Gaines were present in person, Michael Hadley joined by phone and Cyndia Crafton was absent.
The council approved the consent agenda, which included the May 11 minutes, claims, a building permit for 207 E High St and a cigarette and tobacco permit renewal for Gas & Goodies BP. The motion to approve the consent agenda was made by Joe Adrian, seconded by Steve Pfeifer and recorded as "4 ayes, motion carried." The minutes do not record individual roll-call votes by name.
Public Works Supervisor Calder Bender told the council that the lagoon discharge had been completed without incident, that a water main break several weeks earlier damaged Harrison Street and that the road will be repaired when contractor LL Pelling is in town next month. Bender also reported that a new electrical panel was installed at the water plant as part of ongoing upgrades.
City Clerk Sarah Claeys said she is monitoring the budget as the fiscal year ends. Claeys reported the city did not receive funds from a TN lawsuit; the city attorney has placed a lien on the defendants' real property and a 90-day waiting period applies before collections may begin. Claeys said the city codebook is at final review before printing and formal adoption.
During the public forum, resident Corinne Reed asked whether the city would spray weeds in the city park; no action on that request was taken at the meeting.
The council addressed a neighborhood nuisance complaint concerning a dog at 602 N Oak St. After discussion, Steve Pfeifer moved and Jim Gaines seconded to table the dog complaint until the July meeting; the motion passed with the minutes recording "4 ayes, motion carried." The minutes do not list individual votes.
Chad Reed requested reimbursement related to demolition of a property he is considering purchasing at 206 S Walnut St. The council approved providing up to $2,000 for demolition reimbursement; the motion was moved by Steve Pfeifer, seconded by Joe Adrian and recorded as "4 ayes, motion carried."
Council approved the purchase of two loads of rock for maintenance after a motion from Joe Adrian, seconded by Jim Gaines; the motion passed on a recorded "4 ayes." The council also discussed whether an ordinance or permit is required for underground fences; the clerk was directed to research other cities' rules and the discussion was tabled until July on a motion by Joe Adrian, seconded by Jim Gaines ("4 ayes, motion carried").
On formal budget actions, the council approved Resolution 06-08-26 (1) to transfer funds from the general fund to the fire department fund and Resolution 06-08-26 (2) to transfer local option sales tax funds to the vehicles account. Both resolutions passed on roll call votes recorded in the minutes as 4 ayes; the minutes do not specify individual roll-call responses.
Mayor Capps adjourned the meeting at 7:39 p.m.
