Residents raise animal nuisance and drainage concerns; council orders inspection and repair

At the May 11, 2026 Richland City Council meeting residents raised two neighborhood issues during the public forum: an animal nuisance complaint and a drainage concern.
Diane Reed told the council she was experiencing ongoing animal issues at a property on Oak Street, citing constant barking, loose animals and foul odors. The council did not take immediate enforcement action during the meeting; later in the agenda the council approved a separate motion on a dog complaint related to 602 N Oak St (see below).
Resident Megan Nuckolls reported a suspected broken tile by her residence at 311 W Stroup St that she said was causing pooling and ice in the adjacent ditch. In response, Council member Joe Adrian moved and Jim Gaines seconded a motion to camera the line and repair the tile if needed. That motion passed 5-0.
Separately, the council reviewed a dog complaint for 602 N Oak St and voted 4-0 with one abstention (Council member Michael Hadley) to have City Clerk Sarah Claeys send the property owner a letter and to revisit the complaint at the June council meeting.
The council adjourned at 7:36 p.m.
