Council approves AED purchases, GoHR flat-rate contract and police phone policy; addresses payroll step error

The Village of South Bloomfield council on Oct. 21 approved several operational and personnel items: purchase of two AEDs for village facilities, acceptance of a flat-rate contract with GoHR, changes to police-issued phones and confirmation to retain two employees at their current pay steps after an earlier pay-scale error.
Alisha Burke, the village fiscal officer, told council she had mistakenly applied an extra step increase that raised two employees by $1.15 per hour and asked whether council wanted to revert the raises; Councilman Tom Ramsay moved to leave the employees at their current step, seconded by Woody Blanton, and the motion carried by recorded unanimous votes.
On automated external defibrillators, Burke referenced a state HB 47 update that requires AEDs in public recreational facilities; she said the village—population under 5,000—was not yet subject to the requirement but council voted to buy two AEDs to place in the shelter and municipal building. Several council members expressed interest in AED training; Sgt. Michael Maynard said he would contact Harrison Township fire department to set up training.
Mayor Aaron Thomas presented two GoHR contract pricing options. Council voted to accept the flat-rate option and asked for re-evaluation after the firm has worked through current major issues. The council also approved a proposal to eliminate department-issued cell phones for police officers and reallocate that money to the uniform budget; the council recorded support for keeping a village-issued phone for the chief because of call responsibilities and FirstNet access.
Sgt. Michael Maynard updated council on internal police matters: he reported that officers obtained a verbal and written confession on a serious crime that could not be discussed publicly at the meeting; he commended the involved officers and said he would update council when release is allowed.
The motions were recorded in the meeting minutes; all recorded votes on these operational items passed. Council additionally reminded members of a special utilities meeting on Nov. 6 and noted volunteers were still needed for the upcoming Halloween Festival.
