South Bloomfield council votes to proceed with US 23 safety project; approves path bid advertising as emergency

The Village of South Bloomfield council on Sept. 16 voted to proceed with the US 23 safety improvement project "as currently designed" after discussion in executive session and a public motion. Tom Ramsay moved to proceed and Lisa McDorman seconded; the motion passed with Ken Everts voting no and the remaining council members voting yes.
Officials noted additional ODOT requirements for the north signal on the US 23 project; Village Administrator Joe Allen said he is coordinating with engineering firm Strand to address those items. Police Chief Ken McCoy said the department is increasing patrols on US 23 to address drivers running red lights and recent severe crashes.
Separately, council approved Ordinance 2024-11 to advertise bids for a pedestrian path from Corinne to the park and waived additional readings to treat the ordinance as an emergency. Administrator Joe Allen said he had hoped to bid the project mid-summer but expressed concern that late bidding could make it difficult to finish before paving season ends. Tom Ramsay and Amber Murphy recommended postponing construction until spring to allow completion by the following July, but the council still approved the emergency authorization to advertise bids.
The votes recorded for the US 23 motion were: Ken Everts: no; Woody Blanton: yes; Tom Ramsay: yes; Amber Murphy: yes; Dena Cobb: yes; Lisa McDorman: yes. The minutes show unanimous votes for the ordinance emergency approvals and readings waivers.
