Strawser Paving’s asphalt amount (listed in the bid table) was the lowest asphalt bid; council discussion recorded Tom Ramsay and Lisa McDorman recommending asphalt instead of concrete before the motion. Other firms that submitted bids included Brennstuhl Construction, Fillmore Construction, Darby Creek Excavating, Roese Brothers, Igel, Jagger Construction, Axis Civil Construction, Scioto Valley Paving and Majors Enterprises.
