Canton council adopts 2023 budgets, certifies 3% levy and approves administrative measures

At its Dec. 14 meeting the Canton City Council adopted multiple 2023 operating budgets (general, water, sewer, fire), certified a 3% increase in the tax levy, approved a 2023 fee schedule (town hall rental set at $20/hour) and authorized a series of administrative actions including designating the city a mail-ballot precinct and updating authorized signatures.
The Canton City Council on Dec. 14 adopted the city's 2023 operating budgets and certified a tax levy increase while also approving several administrative items and routine business.
Mayor Cindy Shanks opened the meeting at 6:00 p.m. and the council quickly approved the agenda and a consent agenda that included prior meeting minutes and scheduled city office closures for Dec. 25, 2022, and Jan. 2, 2023.
Councillors approved a package of 2023 budgets by resolution. Resolution 2022-16 certified the 2023 General Fund budget at $273,960.00. Resolution 2022-17 certified the final 2023 tax levy at $169,505.00, a 3% increase from the prior certified levy. The council also approved Resolution 2022-18 setting the 2023 Water Fund operating budget at $73,725.00; Resolution 2022-19 setting the 2023 Sewer Fund operating budget at $100,028.00; and Resolution 2022-20 setting the 2023 Fire Department operating budget at $23,550.00. Each resolution was moved and seconded and the motions carried.
Under new business the council approved Ordinance 2022-02, adopting the 2023 fee schedule with an amendment that sets the hourly town-hall rental fee to $20. The council also voted to publish a summary of the fee-schedule ordinance in the Fillmore County Journal.
Council actions continued with administrative items: the body approved Resolution 2022-21 designating the City of Canton as a mail-ballot precinct for the 2023 election season; voted to send a draft Personnel Handbook to the city attorney for review; and approved Resolution 2022-22 to remove Brock Bergey as an authorized signature and add Anne Koliha as an authorized signature. The council also approved Resolution 2022-23 supporting the fire department's application for a Minnesota lawful gambling exempt permit and approved the December payables as presented.
During reports, Mayor Shanks thanked Barb Kerns for her interim work keeping city operations running and welcomed Anne Koliha as the new city clerk. Barb Kerns provided an update on the SEMCAC small cities grant program; Public Works (Jon Nordsving) reported that seasonal power-line work is complete and that building maintenance work will resume when weather allows; Planning Commission updates noted that the Knutson garage met setback requirements and that the Kerns garage foundation was recently poured.
Council member Randy Gossman raised facilities concerns, reporting that the former bus shed roof is leaking, that miscellaneous fire-department items are being stored there, and urging higher future budget allocations for building repairs and for repairs to the fire department pavilion.
The council adjourned at 6:27 p.m.
