Richland council approves agenda, holds brief FYE2027 budget workshop

Mayor John Capps called a special session of the Richland City Council to order at 6:45 p.m. on Feb. 9, 2026. Councilmembers Michael Hadley, Steve Pfeifer and Jim Gaines were present; Joe Adrian and Cyndia Crafton were absent. City Clerk Sarah Claeys was also in attendance.
Councilmember Michael Hadley moved to approve the meeting agenda and Councilmember Jim Gaines seconded; the motion carried 3-0 with Hadley, Pfeifer and Gaines recorded as voting yes. The council then held a brief budget workshop to review the proposed fiscal year ending 2027 budget and discussed moving forward with the proposal. No formal motion or vote on the budget was taken during the special session.
The meeting lasted approximately five minutes. Mayor Capps adjourned the session at 6:50 p.m. The minutes are attested by Mayor John Capps and City Clerk Sarah Claeys.
