The Manhattan‑Ogden USD 383 Board of Education on a 4-0 vote authorized staff to transfer remaining general and supplemental general fund balances into special education contingency and capital outlay funds to cover a projected shortfall.
Board member Kristen moved to approve the recommended year‑end transfers; Katie seconded. The motion carried without dissent.
During budget planning staff explained the need for the transfers. ‘‘Theres almost a million dollars that were going to have to move somewhere to cover that deficit before the books are closed on June 30th,’’ said Andy Hutchinson, who led the districts budget presentation. Hutchinson and other staff said that timing of state aid, payroll cycles and statutory restrictions on fund transfers influenced the recommendation.
Hutchinson also described a statutory option the board could consider in future years: a local cost‑of‑living weighting. He said the districts current estimate for that option would be about 0.45% and, if eligible, could produce roughly $278,000 in additional local revenue.
Board members pressed staff for clarity on how transfers would be coded and how state formulas and timing affect the districts cash position. Members were told that special education funding is determined late in the cycle and that the recommended transfers reflect conservative assumptions to avoid a budget violation.
The board packet and staff presentation noted that final year‑end transfer values will be reported at a subsequent meeting once payroll runs and final accounting entries are complete.
The board also approved other consent and new business items on the agenda, including contracts and routine procurements; staff said final transfer figures will be available in the next report to the board.
