Chester City Council unanimously approved a set of resolutions during its June 24 meeting, ratifying new police hires and cadet appointments, increasing a construction contract for tank removal and soil remediation, and authorizing a series of site- and traffic-related actions.
Council ratified Resolution 75, approving the appointments of Shephard Garner, Lamont Red and Luca Rizzy as full-time patrol officers effective June 16, 2026, each with a one-year probationary period. Resolution 76 ratified Jonathan Keaney as a patrol officer effective June 22, 2026. The council then paused to hold a swearing-in ceremony for the newly appointed officers.
Resolution 77 approved the appointment of three police cadets—Demetrius Carnegie, Brian Dillard and Justin Rivers—at $15 per hour while they attend the Delaware County Community College Academy; those positions were described as hourly with no benefits.
Council also approved Resolution 78, authorizing Change Order No. 4 (CORE-00004) for Davis Construction to address the removal of an underground storage tank, excavation and disposal of contaminated soil, replenishment with approved soil, and related demolition work. The change order amount was presented in the meeting record as $228,838, increasing the contract to about $5,223,146.20. The authorization follows the city engineer’s recommendation and a contract update presented by staff.
In addition, Resolutions 79–83 passed without roll-call opposition. These covered: installation of handicap parking zones (Resolution 79), authorization of 9/11 National Memorial Trail wayfinding signage (Resolution 80), release and termination of a phase-one maintenance bond for a distribution center (Resolution 81), a security reduction for Philadelphia Union-related land development with retained maintenance security (Resolution 82), and the release of a development improvements agreement security with a retained 15% holdback (Resolution 83). Council recorded affirmative votes from Councilors Williams, Green, West, Davis and Mayor Roots on each item.
Mayor Roots and council members framed the approvals as typical municipal business needed to keep projects moving and to staff public safety functions. The swearing-in drew congratulatory remarks and brief personal introductions from the new officers.
