East Vincent awards solar contract to Terasol Energies, contingent on contract and bonds

Mr. Damon moved that the East Vincent Township Board of Supervisors award Terasol Energies, Inc. as the lowest qualified bidder for the township's solar energy project in an amount not to exceed $28,612, contingent on execution of the contract and supply of required bonds and insurance. A supervisor seconded the motion and the board approved it.
Board members asked whether a full draft contract existed before execution. Joe said draft terms and standard contract language were included in the bid specifications. Mr. Kissinger explained that because the procurement used the township’s pen-bid process it included standard contract terms, but supervisors asked that the proposed terms be circulated to counsel and to the board for review before final execution.
Staff said the project is targeted to be complete by Dec. 31 of this year. Molly said, “Believe we're looking at having this complete by December 31 of this year.” Members discussed an earlier window (early July) that can affect eligibility for enhanced tax credits: Mike explained the practical window was July 4–6 but noted recent judicial rulings are changing whether a 5% deposit or physical work counts as a project start for credit purposes. Board members said they would try to finalize contract details quickly so the township could meet any applicable start-date requirement.
The board noted the low bid — $28,612 — was roughly $42,000 below prior township cost estimates; supervisors confirmed there was no scope reduction in the low bid. Board members also discussed vendor vetting: staff said qualifications submitted with bids were reviewed; the township did not run bidders’ financials and only one bidder submitted a full bid. Molly added the PA Solar Center provides an additional vendor vetting layer for projects that use the center.
Counsel said another executive session was likely unnecessary; legal review and any board comments would be incorporated before the contract is signed. The motion was approved, contingent on the contract meeting legal and bonding requirements. The board moved next to the road-maintenance item.
