Committee members reviewed proposed changes to the Ashland and Bayfield CCS vendor listings and discussed how residential placements are funded and contracted.
Andy Austin asked for clarification about the ACCS vendor Roots Residential. Teri Ovaska explained Roots Residential operates as a residential placement or group home that the counties utilize only when a participant’s clinical needs require that level of care. She said counties often must cover the full daily room-and-board rate—described in the meeting as “hundreds of dollars a day”—but when the person is enrolled in CCS the program can reimburse for staff time and services delivered, which reduces the county’s net cost. Teri noted many residential providers decline CCS contracts because participation requires staff to be fully credentialed through the CCS program and to submit itemized progress notes documenting services delivered.
Members discussed provider availability and the provider recruitment policy: Julie Winter said when a need is identified she first reaches out to existing vendors to see if the need can be filled before recruiting new providers, and that this process recently identified providers offering ISDE music and art specialty services.
The committee approved vendor-listing updates to reflect additions, changes and deletions; no vote tallies were recorded in the minutes.
