Denton trustees adopt public‑participation rules, approve sealed‑bid sale of hay bales

Trustee Ryan Osborn moved to adopt Resolution 1‑1‑26, which sets posting and form requirements for requests to place items on future agendas and implements public participation procedures the board will post at meetings. Trustee Amanda Fangmeier seconded the motion, which carried.
The resolution cites Neb. Rev. Stat. §84‑1412(2) as authority for reasonable rules addressing conduct at public meetings and establishes a written form and a three‑business‑day deadline for trustees to submit agenda requests to the clerk or chair, except for emergency items.
Trustee Osborn then moved to approve Resolution 1‑2‑26 declaring 11 large round brome hay bales surplus and directing that they be sold by sealed bid at the Feb. 2, 2026 regular meeting. Trustee Fangmeier seconded; the board reserved the right to reject any or all bids and noted the board’s determination that the total fair market value per item is under $50.
Both measures were adopted without recorded opposition. The resolutions will be posted as required and the clerk will publish notice of the hay sale in local posting locations and the Lincoln Journal Star as described in the resolution.
