Highland City Council unanimously approves Rehberger development deals, Glik Park parking lot and police MOU

The Highland City Council on Monday, Aug. 18, 2025, approved a package of development and administrative measures, voting unanimously on each item during a meeting that lasted about 11 minutes.
The council approved the sale of a parcel along Noel Lane (Parcel No. 02-1-18-29-13-303-004) to Rehberger Holdings, LLC and a related Business District “A” development agreement with the company. Councilwoman Bellm moved to approve the commercial real estate sales contract (Bill #25-92/Ordinance #3399) and Councilwoman Sloan moved to approve the business-district development agreement (Bill #25-93/Ordinance #3400); both motions passed on roll-call votes of Councilmembers Klaus, Sloan, Bellm and Napper.
City Manager Conrad said the property purchase is tied to a TIF 3 development project that will extend Cally Lane in the direction of Noel Lane. When Councilman Napper asked whether the plan includes creating a new connection to Noel Lane, Conrad said it does not: "Not at this time. That subdivision is not in the city limits, and I was not going to open that can of political worms." The council recorded no change to that position during the meeting.
The council also awarded Bid # PR-09-25 for the Glik Park parking lot to Byrne & Jones Construction for $455,340. City Manager Conrad described the work as a budgeted capital project and said competitive bidding produced a price "about $40,000 less than estimated." The motion to award the bid carried on a unanimous roll-call vote.
Separately, the council approved Bill #25-91/Resolution #2508-3216 authorizing the mayor and/or city manager to execute documents necessary to facilitate a Memorandum of Understanding with the Illinois Fraternal Order of Police Labor Council. The resolution passed unanimously.
Other routine actions during the meeting included the mayor’s reappointment of Anthony Walker and Bill Koehnemann to the Combined Planning & Zoning Board for five-year terms through Aug. 31, 2030; approval of the transfer of Grave Space #1 in Lot 15, Block 10 of Highland City Cemetery from Miles Hughett to Susan Hughett; acceptance of Expenditures Report #1296 covering Aug. 2–15, 2025; and approval of the minutes from the Aug. 4, 2025 regular session. All motions carried on unanimous roll-call votes.
Mayor Kevin Hemann closed the meeting by thanking the community for their support during a difficult time for his family and asking that attendees keep his family in their thoughts and prayers. The council adjourned at 6:41 p.m.
