Pekin council rejects motion to negotiate sale of wastewater system to Illinois American Water

Council considered resolution 442-26/27, which would have authorized and directed the city manager to negotiate an agreement for sale of the city's wastewater system to Illinois American Water. The motion to proceed was made by Miss Holheimer and seconded by Mr. Fletcher.
During discussion a council member warned that selling the wastewater system would convert a city-owned asset into cash that cannot be reclaimed: "Once we sell it and get the money... the asset is gone as well and we can never get it back," the council member said, and stated they would not support allowing Illinois American to purchase the sewer. No council member expressed support for moving forward with the negotiations. The motion failed 0-6.
Public input during the meeting had included comments from Dennis Kiefer urging the council to reject the sale and suggesting formation of a task force to examine acquiring the water company, and from other residents who raised concerns about utility rates and service. Council placed the failed resolution on the record; no negotiation authority was granted.
The outcome means the city manager was not authorized at this meeting to commence negotiations with Illinois American Water. Council members did not take further direction at the session; the record shows the matter may return later if a new motion or proposal is introduced.
