Highland council approves sewer rehab, street resurfacing and multiple equipment purchases

At its Aug. 4 meeting the Highland City Council unanimously approved a $347,481 cured‑in‑place sewer rehabilitation contract, a $852,325 street resurfacing contract, pavement marking and two Sourcewell equipment purchases, and authorized a grant application for pickleball courts.
The Highland City Council on Aug. 4 unanimously approved a package of infrastructure contracts and equipment purchases intended to maintain streets and underground utilities and to fund recreational improvements.
The council awarded Bid #PW-03-25 for CIPP (cured‑in‑place pipe) sewer rehabilitation to SAK Construction, LLC, of O’Fallon, Missouri, for $347,481. Public Works Director Joe Gillespie described the process as an inverted, resin‑impregnated liner that is cured in place and then routed to restore flow. Gillespie said the lining typically takes about three hours to rehabilitate roughly 450 feet of pipe and is expected to provide an approximately 100‑year service life while minimizing surface disruption. When asked by Councilman Napper whether the technique can be applied to water lines (including households with lead pipes), Gillespie replied it is possible to use similar lining methods for some water pipes.
The council also approved Bid #PW-07-25 for Street Resurfacing 2025 to Gleeson Asphalt, Inc., of Belleville, Illinois, for $852,325. City Manager Conrad said the resurfacing is part of a multi‑year program and identified streets to be paved this year — 7th and 9th Streets, Poplar from the roundabout to Lindenthal, and Lemon Street from 14th to Lindenthal — and said work will start after school resumes in September with coordination planned with the school and bus service.
Separately, the council awarded Bid #PW-06-25 for Pavement Marking 2025 to Kaskaskia Engineering Group, LLC, of Belleville for $34,054.
On equipment purchases, the council approved two resolutions waiving competitive bidding and using Sourcewell cooperative pricing: Bill #25‑88 (Resolution #25‑08‑3213) to buy a 2025 Caterpillar Model 304‑07 mini excavator from Fabick Cat for $79,990; and Bill #25‑89 (Resolution #25‑08‑3214) to buy a Case 580SN 4WD loader backhoe from Luby Equipment Services for $149,500. City Manager Conrad explained Sourcewell is a pre‑negotiated cooperative purchasing program that the city may use consistent with Illinois procurement rules to obtain lower prices on equipment.
The council also authorized application to the Metro East Park and Recreation District (MEPRD) FY26 Park and Trail Grant Program to seek assistance for installation of pickleball courts at Spindler Park (Bill #25‑90). The council accepted Expenditures Report #1295 for July 19, 2025 through Aug. 1, 2025 and approved a Notice of Municipal Letting, Bid #PR‑13‑25, for Weinheimer ceiling replacements.
All motions related to the awards, purchases and the grant application passed on unanimous roll calls; each roll call recorded Councilmembers Klaus, Sloan, Napper and Bellm voting aye.

Director Gillespie summarized the practical benefits of CIPP for residents and for minimizing street and alley disruption, and city staff said they will coordinate timing to limit impacts on school traffic when resurfacing work begins in September.
The council accepted the expenditures report and adjourned at 6:51 p.m.
