Commissioners and public commenters proposed a flexible plaza or ‘North Beach Plaza’ concept: a fortified, multi‑use outdoor area with a low protective wall or landscaped buffer along El Camino Real for safety, picnic tables and a small staging area for performances or markets, improved ebike and bicycle parking, and native landscaping. Several speakers suggested keeping the space open and adaptable rather than building permanent structures because the parcel is in a coastal/flood area and may be subject to drainage constraints and storm impacts.
