Commissioners authorize surplus-auction, small grants and property sales; budget workshop flags ARP deadline and renovation delays

HUTCHINSON COUNTY, Texas — During routine business the Hutchinson County Commissioners Court authorized several administrative actions and flagged budget and project risks.
The court approved holding a Purple Wave online auction to sell surplus county equipment from road and bridge, school and sheriff inventories. It authorized the Hutchinson County Sheriff’s Office to apply for a Texas Association of Property and Evidence Technicians (TAPEIT) grant — the grant’s maximum is $500 — to buy two lockable mini refrigerators for cold evidence storage to support blood/DNA handling and intermediate transfers. “We received [the maximum amount] last year of $500,” a sheriff’s office representative said; the court approved the grant application by voice vote.
The court also approved renewal of the HID live-scan fingerprinting services contract for the sheriff’s office pending final review and approval by county counsel/administrator (Craig). A motion to approve the renewal was recorded with the caveat that Craig would confirm contract language.
On property sales and donations, the court accepted offers for three struck-off tax lots on Elk Drive — awarding all three to Tammy McBreair at $250 per lot — and approved acceptance of a $1,000 offer on a tax-deed lot at 216 E. Jefferson (appraisal $1,520). The court also approved donation items listed in the meeting packet (box donations).
During the budget workshop, commissioners and staff reported that ARP-funded flooring is listed in the grant as “installed” and must be completed by the end of the year; staff said they may buy and stock the flooring but will check with ARP administrators whether pre-purchase counts as installation. Commissioners also criticized delays by contractors and outside vendors on a small renovation (Park Hill), saying they had received little information and need cost estimates to proceed.
What’s next: staff will follow up on the ARP installation definition with grant administrators, finalize the HID contract pending Craig’s approval, proceed with the Purple Wave auction preparations, and handle tax-sale paperwork for the approved offers.
