First, the board adopted amended financing language to authorize a variable-rate interest financing not to exceed 5.34% for an approximate seven-year term associated with Somerset Capital Group for equipment or lease financing related to the MURF.
Second, the board authorized the executive director to enter negotiations with Cassella Recycling LLC (Rutland) to operate the materials recycling facility per RFP 2026126, with an initial processing-fee cap set at no more than $110 per ton for year one and a contract term of not less than 10 consecutive years and not to exceed 20 consecutive years.
Third, the board authorized a separate contract with Cassella per RFP 2026212 for purchase, brokerage or marketing of sorted recyclable materials, with a year-one cap of $7 per ton marketed and a three-year term beginning about Jan. 1, 2027, with up to two mutually agreed upon one-year extensions.
A commissioner asked for clarity on which vendor and which proposals the recorded motions referenced; staff clarified the financing relates to Somerset Capital Group and the operational and marketing items reference Cassella Recycling LLC. All three motions were moved, seconded and carried.
The actions move the district toward final contract execution; staff said the executive director has authorization to complete negotiations within the stated caps and terms and will return signed agreements to the board as required.
